I. Basic functions:

  1. To control the preservation of protected plant and animal species;
  2. To control the usage of plant and animal products for business purposes;
  3. To control the management and the preservation of protected areas;
  4. To control the preservation of wild animals and their genetic fund.

    II. Regulative functions:

  1. Participation in technical meetings together with the Regional Offices on forests and the State Forestry. Participation in taking decisions regarding infrastructure projects and programmes.
  2. Participation in commissions for assessment of the state of the biological resources in order to preserve and maintain their steady development.

    III. Preventive functions:

  1. Preparation of assessments about the elaboration and/or alternation of projects and programs in the protected areas:
  2. Participation in commissions with the purpose to determine to what extend some vulnerable biological resources could be utilized, including the threatened with extinction forest areas which are outside the protected territories.
  3. Participation in commissions for preservation and utilization of the biological resources.

    IV. Monitoring functions:

  1. To control the observation of the procedures and the provisions for the protected areas. To control the execution of forestry projects;
  2. To control the preservation of the protected plant and animal species and their habitat. The following inspections are carried out on a regular base:
    2.1 Inspection of fish-breeding farms;
    2.2 Inspection of farms for breeding of snails, frogs, snakes, herbs and other animals that are bred under special breeding permit;
    2.3 Inspection of certified centers for purchasing of plant and animal resources;
    2.4 Inspection of natural history museums;
    2.5 Inspection hunting and fishing stores and shops;
    2.6 Inspection of dermo-plastic laboratories;
    2.7 Inspection of open markets and other places that are potentially related to illegal hunting and trade with plant and animal species.

    V. Research and development of procedures for announcement of plant and animal habitats for protected areas.

    VI. Registration procedures:

  1. Issuing of permits for cutting down of trees;
  2. Registration of purchasing centers and herb stores;
  3. Registration of centers for purchasing of snails;
  4. Registration of herb plantations;
  5. Registration of farms for growing of species that are protected by the Washington Convention;
  6. Registration of projects for industrial sites and projects for reconstruction of existing industrial sites in protected areas in the cases when an Evaluation of the Environmental Impact is not required;
  7. Assignment of quotas for utilization of threatened with extinction biological resources. as well as herbs that need a special usage permit.
